Abstract

The article analyses the relationship among State, Society and University presents in the Brazilian public universities for access of rural populations to higher education. Our thoughts are based in Gramsci theoretical references presented in the text as: Civil Society, Political Society, war of position and hegemony, resultant of the analyses from a doctoral thesis and a master thesis that analyze public educational policies in the Brazilian State. The methodological procedures of the study based on literature review on Gramsci theory, the survey and documental analysis that gathered documents, laws, projects for the implementation of the higher education in rural areas in Brazil. The results show that the Brazilian Universities still need to expand the access policy for students from the countryside, strengthen policies to remain and consolidate democratic management particularly within the relationship: University - State - Civil Society. Our intention is to contribute to the theoretical reflection and broaden the debate and the basis for solidifying Brazilian educational policies, especially in the Amazon region.
