Abstract

Assessing a historical and critical analysis of ICT (Information and Communication Technologies) phenomenon, its development and influence into the society is the main  goal  of  this  contribution.  The  analysis.  Over  education  on  the  basis  of inequity  in  the  degree  of  use  and  development  reached  by  developed  and
underdeveloped countries. Alternatively, criteria for reducing the so-called digital gap in Latin America are established.
